Our Story & Mission
The Certified Paralegals and Legal Researchers Training Center, Inc. (CPLR, INC.) was founded by practicing lawyers, law professors, and seasoned paralegals with a singular mission: to empower quasi-legal professionals in the Philippines through comprehensive, ethical, and accessible certification training.
We are committed to equipping legal support professionals with the knowledge, skills, and integrity necessary to enhance access to justice for all and to contribute to a more just and equitable society. This is our mission.

Corporate Registration
CPLR, INC.’s corporate purpose of conducting seminars, trainings, and certification programs has been approved by the Securities and Exchange Commission (SEC) under Registration No. 2023070108599-01. Our roster of program consultants includes practicing lawyers and law school professors.
Regulatory Compliance
CPLR, INC. does not require licensure from the Professional Regulation Commission (PRC), as the paralegal and legal research professions are not currently regulated by licensure examinations. Similarly, authority is not required from the Commission on Higher Education (CHED), the Technical Education and Skills Development Authority (TESDA), or the Mandatory Continuing Legal Education Office (MCLEO), as our functions do not fall under their respective jurisdictions.
While we are not a Continuing Professional Development (CPD) provider, our programs may be considered informal or nonformal learning activities under the CPD Act of 2016 (R.A. No. 10912).
